NEW DELHI, Pakistan’s Foreign Minister, Zulfikar Ali Bhutto, said here tonight that since India was in a state of political transition the two countries should “for the time being” put their problems “on ice.”

Mr. Bhutto, who is here for the funeral of Prime Minister Nehru, was alluding to the dispute over Kashmir and friction over refugees.

He said solutions could be sought later. He added that he hoped that India would in the meantime halt the expulsion of Moslems to Pakistan.

Discussions between Mr. Nehru and President Mohammad Ayub Khan over Kashmir had been scheduled for next month.
